According to the provisions of The Federal Clean Water Act, Title 40, Code of

Federal Regulations Part 403, and Tennessee Code Annotated, Title 69, Chapter 3,

Sealed Bids for the construction of Rucker Lane Phase II will be received by the

City of Murfreesboro via the City’s online procurement portal OpenGov, until

2:00 pm local time on TUESDAY, May 9, 2023, at which time the Bids received

The Project consists of roadway construction for the widening and realignment

of Rucker Lane from Franklin Road (SR-96) to approximately a 1000 feet South of

Muirwood Blvd. Construction will consist of grading, drainage, curb and gutter,

sidewalk, asphalt pavement, utility relocation, and other related roadway appurtenances.

A non-mandatory pre-bid conference will be held on Thursday, April 20, 2023,

at 10:30 a.m. in Council Chambers at Murfreesboro City Hall.

Each proposal must be accompanied by a certified or cashier’s check or bid bond

in the minimum amount of five percent (5%) of the contract price for the purpose

of guaranteeing the bidder will enter into an acceptable contract. A contract

performance and payment bond of one hundred percent (100%) of the contract

price will be required.

No bid may be withdrawn for a period of sixty (60) days after bids have been

opened.

Payment will be based on milestones as outlined in the contract documents on

the basis of ninety percent (90%) of the work completed during the previous

milestone.

Bidding shall be in accordance with the Tennessee General Contractor’s License

Law. Bidders on construction over the amount of twenty-five thousand dollars

($25,000) must be licensed contractors as required by T.C.A. 62-6-103. Each

bidder shall upload with their electronic bid, the Contractor’s License Document

available on OpenGov, showing the bidder’s name, license number, expiration

date, and that part of the classification applying to the bid in accordance with

T.C.A. 62-6-119. Bids not conforming to this provision shall not be opened or

considered.

A Licensed Masonry Contractor is required for bidding or performing masonry

work over $100,000 (including materials and labor). See Public Chapter 950. For

project awarding authorities, Public Chapter 768 requires that bids list the license

masonry contractor, license number and expiration date on the outside of a

submitted bid for masonry work over $100,000 (including materials and labor).

Project Summary: The intent of Owner’s bid request is to obtain an offer to

perform work to complete Murfreesboro Transit Center located at 324 New

Salem Highway, Murfreesboro TN 37130. In general, the work shall consist of site

development, and site access, civil/site infrastructure, to support construction

of three new buildings, the Administration Building, the Transit Pavilion, and the

Bus Garage, associated drives and paved parking on the site, and all other Work

indicated in the Contract Documents. The General Contractor shall provide a

fully qualified superintendent that is a full-time employee of the General Contractor

on site at ALL times when work on site is occurring.

A Pre-bid Conference will be held on, Tuesday, April 25, 2023, at 2:00 p.m. CDT,

at Murfreesboro City Hall, Council Chambers, 111 West Vine Street, Murfreesboro,

TN, with Site Visit to follow.

Proposals from the General Contractors will be received by City of Murfreesboro

via the online procurement portal at: procurement.opengov.com/portal/

murfreesborotn until 2:00 CDT on June 1, 2023, at which time and place they

will be publicly opened and read via Zoom.

A cashier’s check or Bid Bond payable to City of Murfreesboro, in an amount not

less than five (5) percent of the amount of the proposal, must accompany the

bid. Bid Bond must be in hand by the City’s Purchasing Department prior to bid

opening. Bid Bond should be delivered to: City of Murfreesboro Attn: Purchasing

Dept., 111 West Vine Street, Murfreesboro, TN 37130. Performance and Statutory

Labor and Material Payment Bonds in the amount of 100% of the Contract

Price will be required at the signing of the Contract. See Exhibit A Contractor’s

Drawings and Project Specifications will be open to public inspection beginning

April 11, 2023. Prospective Bidders must be registered on the Tennessee Department

of Transportation’s list of prequalified contractors. Prospective Bidders

shall be registered with the City of Murfreesboro through the Purchasing Department’s

vendor registry system, OpenGov. Bidding documents may be obtained

from the City of Murfreesboro Purchasing Department on OpenGov’s website.

The project is being bid EXCLUDING TAXES and requires the Contractor to comply

with the requirements of Tennessee State Law. The Contractor and Owner will be

required to apply for Certificates of Exemption with the Tennessee Department

of Revenue which will handle the administration of the certificates. The contractor

shall account for the tax savings on the appropriate form. Failure for the

Contractor to complete this form and include with their proposal shall render the

bid non-responsive.

All bidders must submit copies of their bids on proposal forms furnished by the

City or copies thereof. All bidders bidding in amounts exceeding that established

by the State Licensing Board for General Contractors must be licensed under the

provisions of the Code of Tennessee and must show evidence of license before

bidding or bid will not be received or considered; the bidder shall show such evidence

by submitting a copy of their current license with bid proposal submission.

Bids shall be lump sum basis for general construction work to include work of all

trades. Segregated bids will not be accepted.

The City of Murfreesboro hereby notifies all bidders, that it will affirmatively

ensure that in any contract entered into pursuant to this advertisem*nt, disadvantaged

business enterprises will be afforded full opportunity to submit bids in

response to this invitation and will not be discriminated against on the basis of

age, race, color, religion, national origin, sex or disability in consideration for an

award. If any such disadvantaged business enterprise deems electronic bidding

to be a hardship, please notify the City Purchasing office at purchasing@murfreesborotn.

Terminal and Business Center Conference Room and at that hour opened and publicly read, for

furnishing all labor and materials and performing all work connected with following project:

“Runway 1-19 Reconstruction and Runway Safety Area Improvements”

The project involves reconstruction of the majority of the airport’s 5,546 feet by 100 feet secondary

runway, Runway 1-19, excluding only the area within the safety area of the airport’s intersecting

primary runway, Runway 14-32. Also included is the regrading of the Runway 1-19 safety area

measuring 7,746 feet by 400 feet. Reconstruction of the pavement will include removal of 25-

foot shoulder pavement along each side of the runway and reconstruction of the runways existing

flexible and composite pavement sections with a new cement-stabilized, reclaimed base and asphalt

mix pavement surface. Pavement reconstruction will include nearly 2,000 tons of cement for

stabilization of the base, and over 13,000 tons of asphalt mix pavement surface material.

Safety area improvements will steepen the transverse slopes away from the runway pavement

and placement of this material in the extended safety areas beyond each runway end, requiring

approximately 70,000 cubic yards of excavation to on-site embankments, over 40,000 cubic yards

of topsoil stripping and spreading, adjustments to, and addition of storm drainage inlet structures

along the airport’s storm drainage collection system, relocation of 900 feet of two-lane airport

service road, 1,670 feet of 14-foot-wide airport perimeter road, and 1,600 feet of 8-foot-wide golf

course cart path.

Airfield lighting improvements include replacement of the runway’s medium intensity runway edge

lighting circuit with 49 edge lights and 16 threshold lights, two lighted supplemental wind cones,

new runway end identifier lights at each runway end, and 23 lighted airfield signs. Along with rerouting

portions of circuits for four other lighting circuits on the airfield, a total of approximately

24,500 linear feet of direct buried duct will be installed with bare copper counterpoise wire and

approximately 38,000 linear feet of airfield lighting cable will be installed.

Other miscellaneous project elements include 670 feet of relocated underground single-phase

primary power line, over 1,500 linear feet of golf course irrigation system modifications, over

83,000 square feet of airfield pavement markings, over 1,600 linear feet of perimeter security fence,

and extensive erosion prevention and sediment control measures over the 93-acre site, with over

24,000 square yards of sod placement, and 74 acres of other disturbed area to receive temporary and

permanent turf stabilization.

Each proposal must be accompanied by a Bidder’s Bond on the form contained in the Proposal from

a Surety Company acceptable to the Smyrna/Rutherford County Airport Authority or a Cashier’s

Check or Certified Check made payable to the Smyrna/Rutherford County Airport Authority for

not less than 5 percent of the total amount of the bid. A 100% Contract Bond will be required.

The Smyrna/Rutherford County Airport Authority reserves the right to reject any and/or all bids,

to waive any informalities and technicalities in the bids received and to accept any bid which, in its

opinion, may be in the best interest of the Authority.

Prospective bidders should read the instructions for preparing bids in the Project Specifications

carefully before submitting their bids and must supply all the information required therein within

the time limits specified.

Bids are required to remain open for acceptance or rejection for a period of ninety (90) days after

the bid opening.

The bidder must have at his disposal the necessary equipment to put on the project when notice is

given to begin work and to do the work within a time specified.

The proposal of any bidder will be rejected if the award of the work for which the proposal is

submitted may, in the judgement of the Smyrna/Rutherford County Airport Authority, affect the

workmanship, financing or progress of other work awarded to the bidder in the same letting or

other work which the bidder may have under contract. Award of this contract is contingent upon

the availability of funds.

The complete examination and understanding of the Plans and Specifications and the proposed

work site is necessary in order for the bidder to properly submit a proposal.

Time limit for completion of the work is as shown on the proposal. Liquidated damages for delay

of completion of contract will be in accordance with the General Provisions of the Specifications.

The successful bidder shall hold and save harmless the Smyrna/Rutherford County Airport

Authority from liability in connection with patents.

All bidders must be licensed contractors as required by the Contractor’s Licensing Act of 1976,

T.C.A. 62-6-101, et.seq.

The Contractor will be required to comply with the wage and labor requirements and to pay

minimum wages in accordance with the schedule of wage rates as required by T.C.A., Title 12,

Chapter 4, as amended, and in accordance with federal prevailing wage laws.
